php – WordPress Temp Upload Directory Issue

Suddenly having issues updating plugins and uploading media on Windows Server. This has never been an issue before. Here is the server configuration:

WordPress: 6.7.2
PHP: 8.3.17
The main WordPress directory: Writable
The wp-content directory: Writable
The uploads directory: Writable
The plugins directory: Writable
The themes directory: Writable
The fonts directory: Writable
ABSPATH D:\wordpress_root\website/
WP_HOME https://www.website.ca
WP_SITEURL  https://www.website.ca
WP_CONTENT_DIR  D:\wordpress_root\website/wp-content
WP_PLUGIN_DIR   D:\wordpress_root\website/wp-content/plugins

Update failed: The package could not be installed. PCLZIP_ERR_MISSING_FILE (-4) : Missing archive file 'C:\WINDOWS\TEMP/wordpress-seo.24.6.zip'
